WECHU calls for oversight on new BYOB event rules

The Windsor-Essex County Health Unit (WECHU) is urging municipalities to consult with it before moving ahead with bylaws allowing alcohol at municipally approved outdoor cultural and community events.

Ontario’s new bring-your-own-beverage (BYOB) framework took effect April 30. It allows adults aged 19 and older to bring alcohol to certain events, but municipalities must first pass bylaws and set approval processes.

A motion approved Thursday by the health unit’s board advises Windsor-Essex municipalities to work with the agency before adopting such bylaws. Officials say that would allow the health unit to provide guidance, local data and recommendations to help reduce alcohol-related harm.

The province says the changes are meant to support tourism, lower event costs and boost economic activity. The health unit, however, cautions that increased access to alcohol can lead to higher consumption, more impaired driving and greater acceptance of drinking among youth.

The agency says 62 per cent of Windsor-Essex residents report regular alcohol use. More than 2,000 emergency department visits in 2024 were linked to alcohol — more than any other substance.

Eric Nadalin, director of public health programs at the health unit, says municipalities should involve the agency if they are considering changes.

“If they are considering any move related to alcohol and increasing potential exposure to alcohol in public settings, that they work closely with us,” he said, adding relationships with municipalities have been strong and collaborative.

Nadalin says the health unit wants safeguards in place if municipalities proceed.

“That could involve things like designated consumption areas, additional fencing, security, low-risk drinking guidelines — those types of measures that we would advocate for,” he said. “It’s not our understanding currently that any are, and we have already begun outreach to those municipalities.”

He added increased access to alcohol in public spaces raises concerns, especially for young people and those in recovery.

“Additional exposure often becomes a challenge for those folks,” Nadalin said. “We want to make sure we’re able to provide municipal decision-makers with the best possible information.”

The motion also calls for the resolution to be shared with local councils, the Association of Municipalities of Ontario and the Ontario Public Health Association.

The health unit is not opposing the province’s policy outright, but says safeguards will be important if municipalities opt in. These could include designated drinking areas, event screening criteria, enforcement planning and harm-reduction messaging.
