81,000 photo radar tickets remain unpaid. Here’s how much the City of Ottawa is owed

The City of Ottawa is still owed millions of dollars in outstanding fines for photo radar camera violations, three months after the Ontario government deactivated the speed cameras on roads across the province.

Data provided to CTV News Ottawa shows there are still 81,654 unpaid speeding tickets issued through the automated speed enforcement camera program, worth $12.377 million in outstanding fines.

“They do not include a small number of tickets that are still being addressed through the court system, such as those with approved extensions, reopened matters, or ongoing appeals,” Joseph Muhuni, Deputy City Treasurer, said in a statement to CTV News Ottawa.

“The City continues to actively pursue collection efforts on defaulted tickets in accordance with applicable legislation and established processes. This includes ongoing enforcement and recovery measures to support compliance and ensure outstanding amounts are addressed.”

The City of Ottawa deactivated 60 photo radar cameras installed in school zones, community safety zones and high-speed areas on Nov. 14 after the Ontario government passed legislation to ban speed cameras. Municipalities need to install large new signs to slow down drivers in areas where photo radar cameras are located, with permanent, large signs with flashing lights to be in place by September 2026.

A total of 1,143,240 speeding tickets were issued through Ottawa’s automated speed enforcement camera program between July 2020 and November 2025, including 279,595 tickets in 2025 and 383,830 tickets in 2024.

The City of Ottawa has “reciprocal agreements” with other provinces to collect the fines for unpaid tickets from drivers outside of Ontario.

The city said revenues generated from the automated speed enforcement program covered the cost of photo radar cameras and supported initiatives in the Road Safety Action Plan, including engineering and enforcement to promote road safety for all road users.
