Vancouver police say ‘high-risk’ sex offender poses threat to children

Police in Vancouver say a “high-risk” sex offender has been released from custody and will reside in the community.

The department issued the warning Friday saying 53-year-old Kelly Isbister completed an 18-month sentence for one count of possession of child pornography and one count of breach a recognizance.

The authorities say “compelling reasons exist to warn the public” that Isbister “poses a high risk to children and youth – predominantly boys – in the community.”

Under the conditions of his release, Isbister must wear an electronic monitor and remain in B.C. unless given explicit permission to live elsewhere, the department said.

He is prohibited from parks, playgrounds, community centres, daycares, theatres or other places where children are typically present.

His conditions also bar him from having any contact with victims, their families or anyone under the age of 18.

Police described Isbister as standing 6’4” tall and weighing approximately 200 pounds. He has brown hair and brown eyes.

Anyone who witnesses Isbister in violation of his release conditions is urged to call 911, police said.
