Three men from Winnipeg are on Canada’s Most Wanted Criminal List.

Three fugitives facing charges in Winnipeg are among Canada’s most wanted suspects after a public awareness initiative updated its top 25 most wanted list on Wednesday in Vancouver, B.C.

Known as the Bolo Program, an acronym for “be on the lookout,” the initiative launched in 2018 and runs awareness campaigns — such as on social media, billboards and ad trucks — to spread photos and information of Canada’s most wanted.

The program operates in partnership with dozens of Canadian police services and Crime Stoppers programs to determine the right fugitive cases to feature.

Funded by the Stéphan Crétier Foundation, a charitable organization established by the CEO of GardaWorld Security Corporation, the program offers financial awards for information leading to arrests.

At No. 4 on the list, Tresor Horimbere, 22, is wanted by the Winnipeg Police Service (WPS) for a fatal shooting at a Waverley Street soccer complex parking lot on July 13, 2024. The incident killed Mohamed Yusuf Abdullahi who played for Eritrea at the Canada African Cup of Nations earlier that day.

A reward of up to $100,000 is being offered for any information that leads to his arrest.

In February, Norbert Kipala, 27, was arrested in connection to the shooting while at Thunder Bay Correctional Centre in Ontario on an unrelated matter.

Horimbere has ties to Winnipeg, Ottawa, Eastern Ontario and Montreal, according to the Bolo Program, and may be anywhere in Canada.

Chad Dandan, 24, is also wanted by the WPS for first-degree murder, kidnapping and extortion and ranks No. 7 on the wanted list.

Dandan is wanted for the killing of Zeyed Vifan Shammo, 22, in September 2024 in Winnipeg. Investigators previously charged and detained Sonny Balemba and Robert James Chaykowski, both 26, who were known to the victim.

In March, police advised that Dandan is believed to be driving a dark-coloured SUV and may be in northern Manitoba.

A third fugitive wanted by the WPS, Yusuf Abdulqadir Ali, 28, is ranked No. 17 on the list — increasing by one position on the list compared to last year.

Police allege he was involved in a shooting on Furby Street on Nov. 25, 2021 and is gang affiliated. The incident left a 35-year-old man and 29-year-old man in critical condition, though police said they recovered from their injuries.

He is wanted for two counts of attempted murder and multiple firearm-related offences.

Fugitives viewed in motion thanks to AI

Speaking at the news conference in Vancouver, Max Langlois, executive director of the Bolo Program, said that AI was used on the fugitive images on the Bolo Program’s website to provide motion.

“These fugitives, they’re among us right now… If we ask people to be on the lookout, it’s got to be user friendly,” Langlois said. “We’re trying to make this as real as possible.”

Sgt. Paul Barber of the WPS homicide unit commended the move.

“Having them move around and rotate and have their heads turn and mouths open, that’s what people will remember,” Barber said at a Wednesday news conference. “So, I think it’s a good thing.”

Meanwhile, Canada’s most wanted fugitive is listed as Bryan Gramajo, 23, who is wanted by the Toronto Police Service for a fatal shooting in July. Gramajo is known to be affiliated to a Montreal-based gang and is likely receiving help to evade arrest, according to the Bolo Program.

“Make no mistake, these dangerous individuals are somewhere, among us, right now… and will remain so, this afternoon, tonight, tomorrow and next week if we don’t do something,” Langlois said.

Langlois, flanked by police officers sporting spoof masks of Canada’s most wanted list fugitives, said 42 of the 78 suspects featured in Bolo Programs campaigns have been located.

“But here’s something we can’t measure – how many crimes have been prevented by justice being served with these 42 suspects being behind bars,” he said.
