Selkirk removed from Capital Planning Region

The City of Selkirk has officially been removed from the Capital Planning Region after getting the option to opt-out by the province.

The City of Selkirk has officially been removed from Manitoba’s Capital Planning Region (CPR).

Selkirk made the announcement on Tuesday after it was recently notified of the adoption of Manitoba Regulation 84/2025.

Selkirk explained that earlier in the year its council unanimously voted to request that the province remove it from the CPR, which was created by the previous government through Bill 37.

Due to opposition to CPR’s Plan 20-50, Kinew’s government brought in Bill 42 to give municipalities the opportunity to opt in or out of the Capital Planning Region.

“By withdrawing from the CPR, Selkirk restores its autonomy to make land-use and other municipal decisions and ensures the city will retain control of utility and transportation infrastructure as well as economic development activities,” Selkirk said in a news release.

The Capital Planning Region, which operates under the name Winnipeg Metropolitan Region, is a group of several municipalities, including Winnipeg, Niverville, Stonewall, Headingley and Springfield.

The CPR is mandated to improve social and economic development by coordinating sustainable land use.

Last week, Manitoba announced it would accept all 19 recommendations from an independent review of Bill 37.
