Incidents drop at Winnipeg libraries last quarter: report

A new report says the number of incidents at the Winnipeg Public Library has dropped year-over-year.

The number of reported incidents at Winnipeg libraries has dropped almost a quarter year-over-year, according to a new report.

The Winnipeg Public Library’s quarterly report is part of the latest agenda for the city’s community services committee. The report, which covers July through September 2025, found there were 293 incidents reported at libraries during that time, a 23.7 per cent drop from 384 during the same time in 2024.

Incidents tracked include inappropriate behaviour, theft, threats, alcohol and substance use and vandalism.

The report showed most incidents reported concerning inappropriate behaviour, with 126 during the three months, compared to 175 during the same time in 2024.

The Millennium Library – whose numbers are broken out separately in the report – reported 90 incidents, a 57.35 per cent drop from 2024, where 211 incidents were reported.

The report also shows a slight decline in visitors to all libraries.

Between July and September 2025, 558,900 visits were reported, down from 562,597 between July and September 2024.

The report said Millennium Library saw an 18.47 per cent decrease in visitors.

“This decrease may be attributed to the reduction of hours of operation at Millennium Library, which included the elimination of Sunday and Monday evening hours effective September 3, 2024,” the report states.

“As of June 28, 2025, busses no longer operate on Graham Avenue, which may also have an impact on the number of visitors to Millennium Library.”

Quarterly reports have been underway since 2023, following a homicide at the Millennium Library in Dec. 2022.

The report will be discussed when the committee meets on Dec. 2.
