A Windsor councillor wants to explore ways to crack down on improperly secured garbage loads travelling to the city’s Central Avenue’s Public Drop Off Depot. Ward 8 Coun. Gary Kaschak brought the issue forward at last month’s council meeting, citing complaints about garbage and debris blowing from vehicles onto nearby roadways near the depot. “What we’re finding is some really poorly secured loads that are really not secured. It’s allowing garbage, cardboard, paper, bags, to flap and fall off into the wind. And it’s making Central Avenue, the North Service Road, the South Service Road and EC Row Expressway a bit of a mess.” The issue is also putting a strain on the city’s Environmental Services department, which has to send crews out to clean up debris from the roadways and right-of-ways. Kaschak is now asking administration to prepare a report on how this issue can be addressed, which may explore working with Windsor police and the Ministry of Transportation on enhanced education and enforcement around secured loads. He also says he wants the city to consider public messaging reminding residents to properly secure materials. “It’s not a big money thing I think from the city but it’s getting the MTO and another thing we would like Windsor Police to do from an enforcement standpoint as well and we’re at them to do a lot of other things in the city as well too. So it’d be interesting to see what administration comes back and what council wants to do on that issue.” Administration is expected to report back to Windsor council at a later date with recommendations on secured loads, education and potential enforcement.
