How far along are Regina’s 2025 construction projects?

Deputy Chief Manager of City Operations Kurtis Doney on how repairs are going downtown, why it had to be done and when it might be complete.

As the 2025 construction season surpasses the halfway mark, the City of Regina provided an update on some of its biggest projects.

Two of the largest construction projects, the Dewdney Avenue Revitalization Project and the Water Network Expansion Project are expected to be completed this year, with four other major projects in various stages of completion.

The 11th Avenue Revitalization Project, a four-year construction project that began in the spring of 2023, is part of the city centre revitalization plan, which includes road and sidewalk upgrades, including work to upgrade lighting and aging underground infrastructure.

According to Kurtis Doney, deputy chief manager of city operations, investment in underground infrastructure is paramount.

“Investments definitely have not been made over the past 50 years in the underground infrastructure. We see that with our water main breaks happening,” he told CTV News.

“We are now starting to invest more and more. We’re getting the utility at a point in time where we have the funding available to invest in underground infrastructure, and it’s critical so we have that reliable water and wastewater service,” he added.

While upgrading underground infrastructure is a large part of the downtown project, Doney said they’re rebuilding from the ground up, so road and sidewalk updates, including the addition of new trees, will all have a positive impact on the city.

“These projects are amazing for the city, particularly this project for the downtown. It’s a very important corridor, and really revitalizes the downtown and allows us for future growth,” he said.

According to the City of Regina, about 40 per cent of its planned projects have been completed, with several upgrades made since the start of the 2025 construction season up to July 15.

As part of the Residential Road and Street Infrastructure Renewal Programs, 10 kilometres of roads have been improved, 3.5 kilometres of sidewalks have been upgraded, 184 city-owned lead service connections have been removed, and 2.2 kilometres of water mains have been replaced.

As well, 2.5 kilometres of water mains, 792 metres of storm sewer mains, and 786 metres of wastewater mains have been relined.

Most projects are expected to be finished by the time the snow falls and the city is asking residents to plan ahead, slow down, and drive safely within construction zones.
