Waterloo city council approves updates to dangerous dog bylaw

Waterloo city council has approved changes to its dangerous dog bylaw, introducing a new appeal process and updated penalties aimed at improving clarity and enforcement.

Under the bylaw, the local humane society may designate a dog as dangerous if it has attacked, bitten or caused injury. Owners have the right to appeal that designation.

Previously, appeals were heard by a panel made up of council members and citizens. The updated bylaw shifts that process to the city’s independent hearing officer framework under the Administrative Monetary Penalty System.

“Independent hearing officers have strong administrative law expertise and an understanding of equity, fairness and accessibility considerations, balancing regulatory goals with individual circumstances,” a council summary release read in part.

The amendments also introduce an option to remove a potentially dangerous or dangerous designation, where appropriate, if specific criteria are met.

Penalties under the bylaw have been increased to $1,000 for a first offence and $2,000 for second and subsequent offences.
