Civilian employee with Calgary Police Service charged in breach of privacy investigation

A civilian member of the Calgary police is accused of accessing police databases, looking for information on people she's had personal relationships with.

Calgary police have announced charges against a civilian member of the service after she allegedly accessed police databases for non-police matters.

Police were made aware of the allegations against the accused in December 2025.

It’s alleged she was using police databases to find information on people she had, or sought to have, personal relationships with.

“An investigation began and investigators identified a woman who was believed to be leveraging her access to police data and facilities between Feb. 1 and Aug. 1, 2025, to retrieve protected information,” police said in a news release.

The woman’s cellphone was seized, and police identified four people whose data had allegedly been targeted and intentionally searched.

“We recognize that a breach of this nature shakes the foundation of trust that we have built with the public and our members,” said Insp. Dehl Vella. “Allegations such as these are taken very seriously, and we are committed to addressing this matter in a thorough and appropriate manner.”

Kayla Jessen, 41, was arrested on April 7.

She’s facing nine charges under the Protection of Privacy Act.

Police say Jessen was employed by the Calgary Police Service for three years, and is currently on an unrelated leave pending review.

She is scheduled to appear in court on June 2.
