Winnipeg sees high development numbers for new homes in 2025

More homes were built in the City of Winnipeg last year than in previous years, according to a new report.

Housing development in Winnipeg saw a jump in 2025 according to new data from the city.

Part one of the land monitoring report was released in the agenda for the property and development committee and shows 6,291 new units received permits from the city—a significant jump from the five-year average of 5,343.

This also exceeds the numbers from 2024 when 4,620 units were approved.

The report also notes the city was able to surpass its goal of new homes in residential infills.

“In 2025, 62 percent of new homes were in the intensification target area. This continues to be driven by high rates of multi-family development,” the report reads.

Single-detached units made up only 20 per cent of the new dwellings in 2025, when the average over the last five years has been around 23 per cent.

Building in downtown continues to be a success as well. The city approved permits for 1,040 new units, surpassing the target of 350.

“High rates of downtown development are expected to continue for at least the next several years, as there are approximately 2,300 dwelling units in the downtown ‘pipeline’ based on city and CentreVenture records.”

Looking at non-residential development, the city was right around the average as construction permits were given out for 1.3 million square feet of work in 2025. The average is around 1.4 million square feet.

The majority of the work has been happening in Winnipeg’s northwest, with 54 per cent over the last five years.

Despite sticking with the average, the report highlights vacant industrial land rates have started to dip over the last couple of years—only 20 acres were absorbed last year, while the city averages 48 acres.

“This is largely attributable to the persistent limited supply of vacant shovel-ready industrial land in the City of Winnipeg, as well as ongoing city competitiveness issues and economic uncertainty in the previous year.”

The entire report will be discussed on May 6. Part two of the report is expected out later this year and will look at how land is available for new homes and businesses.
