Winnipeg police dismantle two drug trafficking rings, arrest 13 people

Thirteen people have been charged after Winnipeg police dismantled a pair of drug trafficking rings.

Thirteen people have been charged after police dismantled a pair of drug trafficking rings that operated in Winnipeg in 2024 and 2025, seizing more than $227,000 worth of heroin and methamphetamine.

One investigation, which police called Project Khallas, ran between May and October 2024, while a second investigation, called Project Black Dragon, ran between June and September 2025.

Police allege Project Khallas investigated mobile drug traffickers who distributed drugs at street level, including a mix of heroin and methamphetamine, known as chitta. Police identified a 53-year-old man as the head of the organization and linked multiple residences to the operation. Investigators searched homes at Oakburn Place, Peter Sosiak Bay, and Daylan Marshall Gate in Winnipeg, as well as Lewin Lane in West Saint Paul.

Seven people were arrested and charged with multiple drug trafficking-related offences.

Police seized roughly 105 grams of heroin with an estimated street value of $58,000 and 22 grams of methamphetamine with an estimated street value of $1,100, along with Canadian and U.S. currency and multiple cell phones.

Project Black Dragon started in June 2025, police say, after a new group of people took over the project that was dismantled in the previous investigation.

Homes on Drimes and Saphire places in Winnipeg, as well as five vehicles, were searched on Sept. 9. Police allege one of the homes was being used as an “initial drug delivery point,” with drugs being transported there by parcel delivery companies.

Over 800 grams of chitta, with an estimated street value of $168,000, was seized by police, along with 12 legally owned firearms, score sheets and packaging materials.

Six people were charged with multiple drug trafficking offences in the investigation.

None of the charges against the accused in both investigations have been proven in court.
