Former fire hall site eyed for housing and health hub in Langford redevelopment plan

The City of Langford is looking for development partners to help transform a long-standing municipal site on Happy Valley Road into a mixed-use project with health care, housing and commercial space.

Through a request for proposals issued this week, the city is inviting developers and non-profit partners to help design and construct a six-storey building on city-owned land at 3213 Happy Valley Rd., the former site of the Glen Lake fire hall and adjacent property.

Under the proposed arrangement, Langford would contribute the land while a partner would finance and build the project. In return, the city would retain ownership of a portion of the building dedicated to a medical clinic.

Mayor Scott Goodmanson said the approach is intended to address several pressures at once, including access to a doctor, housing supply and local commercial space.

“It will help to secure long-term access to care in our community,” Goodmanson said.

The development concept includes about 4,500 square feet of clinic space, alongside roughly 2,400 square feet of ground-floor commercial units and residential housing above. City staff say the design is meant to create a walkable, community-focused hub along a growing transit corridor.

Day-to-day operation of the clinic and physician recruitment will be led by the South Island Primary Care Society, a non-profit organization already working with the city on existing clinic projects in Langford.

Executive director Alyssa Andres said previous collaborations have helped bring dozens of physicians to the region in a short period of time.

The Goldstream Medical Clinic partnership, already operating in two locations in the city, is expected to eventually attach thousands of patients to family doctors as more physicians come on board.

City officials say the goal for the new site is to build on that model and significantly expand access to primary care in the West Shore.

The Happy Valley Road property is made up of two parts, including the historic fire hall that served the community for decades before being decommissioned in the mid-2000s. It has since been used for storage and other municipal purposes.

The request for proposals will remain open until July 31. A rezoning process is expected to run in parallel with the procurement stage as the city works toward advancing the project.

If successful, construction could begin after approvals are in place, with completion targeted within roughly two to two-and-a-half years.
