Man accused of attacking tourist on Vancouver’s seawall released on house arrest, police say

From April 23: A woman visiting from Ontario says she was left with black eyes and a broken nose after a shocking attack by a stranger downtown.

The man accused of attacking a tourist on Vancouver’s seawall last month – seemingly just hours after he was released from custody on unrelated charges – has been released again, according to police.

Peterhans Jalo Nungu has been released from a secure medical facility and ordered to live in Vancouver, the Vancouver Police Department said in a statement Tuesday.

Nungu was charged with assault causing bodily harm in connection to an attack on a woman who was visiting the city from Toronto.

The assault occurred along the seawall in Coal Harbour, near the entrance to Stanley Park, in the early morning hours of April 15, The victim shared the harrowing details of what happened to her in a series of videos posted on social media.

Nungu was granted bail and released from police custody on April 23, but was transferred to a “secure medical facility and has remained under medical supervision since that time,” police said in their statement Tuesday.

“Vancouver police have now been advised that Nungu was released from hospital this afternoon and will be living in Vancouver, where he is on house arrest,” the statement continues.

Nungu is subject to several court-imposed conditions, according to the VPD. He must not have any contact with the victim; he must not possess weapons; he must not possess or consume alcohol or non-prescription drugs; he must not possess knives or sharp-bladed instruments outside his residence; and he must remain in his home 24 hours a day, unless given permission to leave for work or a medical appointment.

Officers from the VPD’s operations division and its special investigation section will monitor Nungu’s compliance during his release, police said, adding that anyone with information about alleged breaches of his bail conditions should contact police “immediately.”

Nungu also appears to be the accused in an unrelated case in Surrey provincial court.

An accused with the same name and birth year is charged with uttering threats, uttering threats to burn, destroy or damage, and assaulting a peace officer in that case. The file is marked as a “K” file, a designation courts use to indicate cases of alleged intimate partner violence.

Those alleged offences took place on April 13 in the City of Surrey, according to court records, which show he was released from custody after appearing before a judge on the afternoon of April 14, less than 12 hours before the Coal Harbour attack.
