B.C. college suspends Chinese medicine practitioner after washroom spying allegation

A Langley-based practitioner of traditional Chinese medicine has been suspended by his regulatory college after allegedly spying on a patient in the washroom of his clinic.

The College of Complementary Health Professionals of B.C. took the “extraordinary action” against Changsoo Lee on Dec. 31, and reasons explaining the order were published online this week.

The allegation against Lee has not been proven.

A panel of the college’s inquiry committee determined that there was a prima facie (on its face) case that Lee engaged in the alleged sexual misconduct, and that his registration should be suspended “to protect the public during an investigation.”

The order indicates a member of the public filed a complaint alleging that Lee had “engaged in sexual misconduct by using a mirror to look under the door of a washroom located in his clinic while the complainant was inside.”

The complainant also reported the incident to the RCMP, and Lee was charged with secretly observing or recording nudity in a private place, according to the college’s order.

Asked for more information on the criminal charge, the B.C. Prosecution Service told CTV News it was laid in September 2025 in Surrey provincial court. The date of the alleged offence was March 27, 2025.

Lee’s next court appearance is scheduled for Jan. 20.

“The panel concluded that suspension is proportionate and necessary in this case to protect the public during the investigation or pending any discipline hearing,” the CCHPBC order reads.

“The panel determined that interim measures lesser than a suspension would not sufficiently mitigate the risk that the registrant will engage in voyeurism in some other manner while practising the regulated profession.”
