Regina city council to discuss incentive program surrounding new Costco location

Regina’s second Costco location will be on the docket for city council Wednesday – as officials will discuss entering into an economic incentive program with the warehouse chain.

According to city council’s meeting agenda for May 7, administration is recommending the city enter into an “Economic Development Incentive Agreement” with Costco Wholesale Canada Ltd.

If approved, $6.78 million will be transferred from the city’s land development reserve to fund the agreement.

According to the agenda, funds would then be transferred back into the land development reserve until the total grant amount is repaid.

The size of the transfers would be based on the municipal portion of property taxes collected from the businesses located at 8201 and 8701 Dewdney Avenue –the latter address being where the new Costco is set to be located.

Originally announced back in July of 2024 – the warehouse chain is set to be built on Regina’s western outskirts. Lands to the east and south of the site are zoned for commercial as well as medium to low density residential developments while the site is flanked by Pinkie Road and the RM of Sherwood to the west.

According to the initial proposal documents, the site would cover 14,800 square metres and include 1,284 total parking stalls as well as a fuel station.

In August, the zoning for the site was approved. Of the 620 comments submitted by residents in the area – 566 supported the proposal.

Those in support said a new Costco would alleviate pressures on the existing Costco on the city’s east end, create new jobs, and be a catalyst for future retail.
