O’Brien said Trump is now operating from a weaker position and warned his approach could hurt Republicans in the upcoming U.S. midterm elections. He said companies may have goods already in transit or orders that are too late to cancel, meaning immediate tariffs by Canada could hurt our buyers more than U.S. suppliers. A senior Honda executive said the Japanese automaker might not build an eighth assembly plant in North America unless a key trade deal is extended. Honda executive vice-president Noriya Kaihara told reporters at a roundtable in Washington the automaker is close to full production capacity in North America and needs a new factory. However, “if there is no USMCA agreement in the future, we may have to change our direction,” Kaihara said, adding the company will need to make a decision within a year or two and would like the plant to be running by around 2030. Ryan Mallough, speaking for the Canadian Federation of Independent Business (CFIB), told CTV News Channel on Tuesday that Canadian counter-tariffs could hurt businesses more than Trump’s. “That’s going to impact more of our members, we saw that back in 2025, the Canadian counter-tariffs tend to hit harder and those businesses are going to need support as well.” Trump’s tariffs will impact about 40 per cent of CFIB’s exporters, Mallough said, adding that a third of those affected expect revenue losses of 50 per cent or more. It will be hard for Canadian exporters to find new markets to sell to, given Europe and Asia’s geographical distance and Canada’s interprovincial trade barriers, Mallough added. “The geographical limitations and the cost of transport do weigh quite heavily,” he said. MacNaughton warns against ‘rhetorical battle’ A former Canadian ambassador to the United States is warning engaging in “rhetorical battle” with President Trump is not something that’s worthwhile, and is urging politicians to instead focus on reaching out to Americans. In his own experience communicating with Americans, David MacNaughton notes many of them don’t understand the “depth and the breadth” of their relationship with Canada, whether it be economic or defence. “I think we should be getting out there, whether it be by social media or actually talking on American television and explaining the facts,” he said to host Marcia MacMillan on CTV News Channel. “We’ve got to do a better job of informing them and getting them to put pressure on the president of the United States, not thinking that somehow engaging in verbal warfare is going to make a difference. Prime Minister Mark Carney previously said dollar-for-dollar retaliatory measures will be in place after Labour Day but has not yet released details. On Monday evening, the Department of Finance said four ministers including Finance Minister François-Philippe Champagne will announce the measures Tuesday morning at a local business. Among those present will be Jobs Minister Patty Hajdu. One source told CTV News in addition to retaliatory tariffs, the federal government will announce an expansion of Employment Insurance (EI) to help domestic workers impacted by U.S. tariffs. The source also said the premiers are expected to be briefed on a call. Susan Collins of Maine, one of Democrats’ top targets this year, said while campaigning Monday. The issue also puts pressure on Republicans in the border states of Michigan, Ohio and Alaska, and in Iowa, whose main trading partner is Canada. “Trump is escalating a trade war with Canada for his own vanity,” Michigan’s Democratic nominee Abdul El-Sayed said on social media, adding that his Republican opponent, former Rep.
