Winnipeg mayoral candidate Kevin Klein says he will release his fully costed campaign platform Friday, including his plan for property taxes. Klein made the announcement after a televised debate Wednesday with rivals Scott Gillingham and Mike Vogiatzakis. He has said he will raise taxes to help pay for 100 more police officers. “There is absolutely a hard cap that we will not go past, and we are going to release that entire platform with all the details, where the money is going and everything on Friday,” Klein said. Gillingham says he will release his property tax plan before election day on Oct. 28, but he said he will stick to a 3.5 per cent increase for next year, which is already built into the final year of the four-year budget cycle. Vogiatzakis says he wants to freeze property taxes for the first two years and would decide on future increases after reviewing the books at City Hall.
