Arrest made in 2017 Windsor murder

CTV Windsor: Arrest made in 2017 Murder Windsor police travel to Calgary to arrest man wanted on an outstanding warrant in a 2017 murder. Angelo Aversa has the details.

An arrest has been made related to a Windsor murder last year.

On Nov. 4, 2017, 23-year-old Jarvas Anthony Scott was shot after leaving a party on the 1100 block of Heathfield Court in East Windsor.

Two people, Idrisso Palmer and Neil Tap were arrested shortly after and charged with first-degree murder.

An arrest warrant was issued for 19-year-old Sumar Al-Rubayi. Police believed he was the outstanding suspect in the case but had fled the region.

On Friday July 6, Windsor police were notified that Al-Rubayi was located in Calgary after he was picked up by Calgary police.

Windsor police investigators went to Calgary and arrested Al-Rubayi on the strength of the outstanding warrant.

“It serves as another great example of teamwork between different agencies and even between different provinces within our country,” says Sgt. Steve Betteridge.

Al-Rubayi was transported back to Windsor and appeared in court Tuesday to answer to a number of charges – including first degree murder.

“Some time has passed since the offence was last November and yet this arrest just happened on Friday last week,” says Betteridge. “Some people will ask how long does it take to investigate a certain case? The answer is it takes as long as it takes until that case is solved.”

There is a fourth suspect charged in connection with the incident.

A 25-year-old woman of Windsor is charged with two counts of being an accessory after the fact to murder, possession of a prohibited weapon (brass knuckles with knife combination).

Police say they are still gathering evidence in the investigation, and anyone with information is asked to contact Windsor police or make an anonymous call to Crime Stoppers.
