Two ballots, one trip: Rare election overlap creates six shared polling sites on Vancouver Island

Esquimalt Recreation Centre is one of six Vancouver Island locations where local government election voting and provincial advance voting will take place at the same site on Oct. 17.

An examination of provincial and local election voting locations identified six Vancouver Island sites where local government election voting and provincial advance voting will take place at the same location on Oct. 17.

Four of those sites are in Greater Victoria: Esquimalt Recreation Centre, Mary Winspear Centre in Sidney, Royal Canadian Legion Branch 292 in Victoria and Metchosin School. The remaining two are South Wellington Community Centre near Nanaimo and Pender Islands School.

According to Elections BC, provincial and local election voting have not occurred on the same day since at least 1995, when the agency became an independent office.

Elections BC says shared voting locations may offer added convenience for some voters and notes that where-to-vote cards, signage and online tools are available to help voters find the correct voting area.

Among the overlapping sites is Esquimalt Recreation Centre, where municipal election officials have been working with Elections BC and recreation staff to co-ordinate operations.

The two elections will operate from separate rooms, with separate signage directing voters to either municipal or provincial voting areas.

The township says it is cautiously optimistic voters will view the arrangement as a convenient way to participate in both elections and that sharing a location could help raise awareness of the municipal election.

Esquimalt has also encouraged residents to vote early or by mail to reduce pressure on general voting day, and the effort appears to be paying off. The municipality says 756 ballots were cast during its Oct. 7 advance voting opportunity, compared with a typical turnout of roughly 300 to 400 voters. Mail ballot requests have also more than doubled from 2022 levels, topping 250.

Camosun College political scientist Dan Reeve says the overlap creates an interesting real-world test of whether convenience can boost civic participation.

Provincial elections typically attract more voters than local elections. Reeve suggests some voters who arrive intending to cast a provincial ballot may be more likely to participate in the municipal election if both opportunities are available in the same building.

Whether the arrangement ultimately affects turnout remains to be seen, but for voters at six Vancouver Island locations, Oct. 17 will offer a rare one-stop voting experience.
