Greater Victoria residents asked to weigh in on $34.8M wastewater borrowing plan

The Capital Regional District (CRD) is asking residents across Greater Victoria to approve a plan to borrow up to $34.84 million for wastewater system upgrades.

The funding proposal is moving through an Alternative Approval Process (AAP), a provincial mechanism that allows the project to proceed unless at least 10 per cent of eligible voters formally submit opposition.

If approved, the borrowing would support renewal work across the regional wastewater system, including sewer and pump station upgrades, the Shoreline Trunk Sewer, and early planning for potential treatment technology improvements at the Residuals Treatment Facility.

The CRD says the projects are intended to replace aging infrastructure, improve system reliability, and reduce the risk of environmental impacts or emergency repairs.

The borrowing is part of the region’s 2026–2030 financial plan and would be authorized under Loan Authorization Bylaw No. 4699.

Residents who oppose the plan can submit a signed elector response form. If the 10 per cent threshold is met, the proposal would move to a referendum.

The response period runs from June 18 to July 31, 2026, with results expected to be reported to the CRD Board on Sept. 9.
