Wanted accused killer was staying at B.C. recovery home when he fled authorities, says ministry

The province's public safety critic is speaking out after a man accused of killing a taxi driver in Vancouver in 2022 evaded authorities.

The B.C. Ministry of Public Safety and Solicitor General says the accused killer under a Canada-wide warrant was staying at a recovery home, not a halfway house, when he fled authorities in mid-July.

The Vancouver Police Department originally reported Jordan Conway was staying at a halfway house in Abbotsford.

“VPD’s release about Conway erroneously said he was residing at a halfway house,” said a ministry spokesperson via email. “He was not (at) a halfway house, he was at a recovery home, per his court-ordered conditions.”

VPD confirmed the mistake to CTV News.

The 26-year-old Conway was charged with manslaughter last year in connection with the August 2022 attack in east Vancouver on taxi driver Aden Hersi, who police say succumbed to his injuries in November 2023.

“His death occurred in November of 2023, approximately 14-15 months after the initial altercation,” Sgt. Steve Addison told CTV News.

A Canada-wide warrant has been issued for Conway, who did not show up to his court appearance on Oct. 7.

The Ministry did not provide details of Conway’s stay at a recovery home or circumstances surrounding him leaving, citing privacy laws.

“Individuals released on bail and/or serving a community sentence, may be court-ordered to reside in a recovery home. Recovery homes are operated independently of BC Corrections,” said the Ministry.

“If an individual has a court-ordered condition to reside at a specific recovery home, and they fail to obey their court-ordered conditions, that is a breach of their probation. This can result in them being returned to custody, as determined by the courts.”

Police say Conway also faces outstanding warrants for assault and three counts of breaching his release conditions, all related to this investigation.

The assault charge stems from another attack on a bystander who tried to help Hersi, according to police.

The VPD urged anyone who sees Conway to call 911 immediately.
