Regina marks major milestones in 2025

The City of Regina wrapped up 2025 with a series of significant achievements across housing, infrastructure, recreation, and tourism.

“Last year was critical in many ways,” acting city manager Jim Nicol said in a news release from the city. “While navigating fast-paced changes and working closely with a newly elected City Council, Administration provided excellent services to residents and advanced crucial infrastructure projects. I’m proud of how much we accomplished.”

Growth & Housing

In 2025, building permits in Regina increased by nine per cent compared to the previous year. The City approved 1,141 new housing units, including 229 designated as affordable. Regina ranked among the top three municipalities in Canada for permit turnaround times.

Since 2020, 162 underutilized sites have been redeveloped, generating $143 million in taxes. The City also launched Coopertown, Regina’s largest planned neighbourhood, which will span 1,800 acres and eventually provide housing for up to 36,000 residents.

Infrastructure

Major upgrades on Dewdney Avenue were completed, including improvements to roads, sidewalks, lighting, and public spaces, making the area more walkable and inviting. The Water Network Expansion Project was finished, enhancing water service for Regina’s east end.

The City issued a request for proposals for the Taylor Field site to support future development. A land bank was established for affordable housing in North Central, with partnerships including North Central Strong and Growing Young Movers to develop permanent affordable homes. Construction began on a new Indoor Aquatics Facility, which is scheduled to open in 2029.

City Centre Development

The City issued a request for proposals for the redevelopment of the Yards, a key downtown catalyst project. Over $900,000 in funding was secured from PrairiesCan to bring the Downtown Skuare (former Gordon Block) to life with concerts, food trucks, and festivals.

In addition, the City offered up to $250,000 in funding for storefront improvements through the City Centre Incentive Program.

Recreation, Tourism & Events

Agribition was hosted at the REAL District and saw record-breaking attendance. Regina welcomed over 500 competitors for the Skills Canada National Competition. More than 80 national and regional events were held, boosting tourism and the local economy.

The Murray, Goulet, and Lakeview Par 3 golf courses recorded their best seasons on record, with 37,143, 29,795, and 20,731 rounds played respectively. The City also designated 55 acres east of the Caledonia Curling Club as a Municipal Grasslands Biodiversity Reserve.

“Residents, City Council, and Administration moved forward together. Building homes, strengthening neighbourhoods, investing in modern infrastructure, and creating a more vibrant, welcoming city,” said Mayor Chad Bachynski. “Regina’s progress reflects the determination and spirit of our entire community.”

Regina enters 2026 carrying the momentum from a year of strong growth, community collaboration, and infrastructure development.
