More than 26,000 public servants have received notices that their jobs could be at risk over the past two months as part of the federal government’s plan to cut the size of the federal public service by 2029. Data provided by the Treasury Board of Canada Secretariat and federal unions show notices have been issued to employees in 37 departments since December. The Canada Strong Budget 2025, released in November, outlined the federal government’s plan to reduce the size of the federal public service by 28,000 positions by 2029, with 16,000 full-time equivalent positions eliminated through the comprehensive expenditure review, while 12,000 positions, including 350 executive positions, will be eliminated mainly through attrition and early retirement packages. The Treasury Board of Canada Secretariat released an online tracker outlining workforce reductions in 30 “core public administration departments,” showing how many notices have been issued to employees and executives, how many positions will be eliminated through workforce adjustments and the total number of positions to be reduced through workforce adjustments, early retirements and attrition. The data shows 25,429 notices have been issued to employees and executives in the 30 core public service departments. The government plans to cut 9,183 jobs and 519 management positions through workforce adjustments, while another 8,864 positions will be eliminated through attrition and early retirement. Data provided to CTV News Ottawa by the unions and departments show 1,387 notices have been issued to employees in nine departments outside of the 30 core public service departments, warning their jobs may be cut. The Canadian Food Inspection Agency told CTV News Ottawa that 587 jobs will be eliminated at the department through workforce adjustment. Canadian Food Inspection Agency The Canadian Food Inspection Agency told CTV News Ottawa on Jan. 29 that 587 positions will be eliminated as part of the workforce adjustment measures related to the government’s comprehensive expenditure review. The Professional Institute of the Public Service of Canada (PIPSC) said 504 employees received notices the week of Jan. 26. The Canadian Food Inspection Agency employed 6,380 people as of March 2025. National Research Council The Professional Institute of the Public Service of Canada said 134 of its members at the National Research Council received notices on Jan. 28. The Research Council Employee’s Association told CTV News Ottawa that 62 of its members received notices on Jan. 28. The National Research Council employed 4,688 people as of March 2025. Canadian War Museum and Canadian Museum of History The Canadian Museum of History and the Canadian War Museum will cut 67 positions over the next three years as part of the federal government’s comprehensive expenditure review and to address its own “structural deficit.” Spokesperson Avra Gibbs-Lemay confirms to CTV News Ottawa the museums’ permanent workforce will be reduced from 371 to 304 employees. “The staffing reductions follow a careful review of operations across the Canadian War Museum and the Canadian Museum of History and reflects more modern and efficient ways of working, while continuing to deliver on the Museums’ national mandate and position the Museums for the future,” Gibbs-Lemay said in a statement on Jan. 26. Parole Board of Canada PSAC said 43 members at the Parole Board of Canada received notices, while one member of CAPE received a notice. The Parole Board of Canada tells CTV News Ottawa 37 positions will be eliminated. “Under the Government’s Comprehensive Expenditure Review (CER), the Parole Board of Canada (PBC) is required to implement cost savings to its budget over the next three fiscal years,” a spokesperson for the Parole Board said on Feb. 2. “This will require the PBC to undertake Workforce Adjustment (WFA). A total of approximately 58 public service positions are affected which will result in 37 positions being eliminated. Employees whose positions are affected were notified during the week of January 26. The PBC will leverage attrition and early retirement or voluntary departure as much as possible to minimize involuntary employee departures, and is committed to approaching this process with fairness, respect, and care for our workforce.” The Parole Board of Canada employed 496 people as of March 2025.
