The city says it plans to install a culvert to manage water flows through Horseshoe Creek which wiped out a portion of 137 Avenue earlier this summer. The embankment will be widened to accommodate the road and a multi-use path, eliminating the need for a wooden pedestrian bridge. Curbs and gutters will also be incorporated into the roadway design. While the city works to install the 2,000-mm diameter culvert, a temporary culvert will be installed to divert water. As the culvert is classified as “bridge-sized,” ownership and project responsibility will transition from Epcor to the City of Edmonton effective Aug. 31. The road on 137 Avenue from Starling Drive to 199 Street has been closed since the end of June as record-breaking rainfall caused the creek to overflow, creating slope erosion. Residents in the area said they brought water management issues to the city and Epcor in 2023.
