Transit Windsor becomes City of Windsor department

A councillor is reacting to Transit Windsor changes, making it a full City of Windsor department.

The Transit Windsor governance model has changed, which means it is now a full City of Windsor department.

This change officially takes effect on October 18. On that day, the Board of Directors for Transit Windsor will be discontinued.

“Public transit is a core municipal service, and city council has approved a governance approach that clarifies oversight and accountability within the city’s existing administrative structure,” said Mayor Drew Dilkens.

“As part of the 2026 City Budget, $5.5 million was approved to support capital investments in public transit. City council is ultimately responsible for these significant investments in our community’s public transit system and services.”

Dilkens added the approved changes align with the city’s focus on investing responsibly as it delivers services and amenities needed in the community.

Transit Windsor’s mandate and day-to-day operations will not change. Service delivery will continue to focus on meeting community needs.

“Integrating Transit Windsor within the city’s administrative structure enhances coordination across departments, promotes the responsible use of resources, and supports the continued delivery of reliable and accessible transit services to residents,” said Jelena Payne, deputy chief administrative officer/commissioner of economic development for Windsor.
