What is the Reconciliation Corridor Initiative actually studying?

When the federal government announced $500,000 for the next phase of the Reconciliation Corridor Initiative this week, many people naturally assumed the money was for yet another study into bringing passenger rail back to the region.

In reality, the project now underway is significantly broader.

The Indigenous led Reconciliation Corridor Initiative is examining what role the historic Island Rail Corridor could play in the Capital Region.

While passenger rail remains one of the options under consideration, project leaders say the goal is to determine what benefits the corridor could provide to Indigenous communities and the region as a whole.

The next phase of the study

Esquimalt Mayor Barb Desjardins, who co-chairs the Island Corridor Foundation, said technical feasibility work is already underway with $1.7 million in funding from the Capital Regional District.

That work is examining environmental considerations, regulatory requirements, potential rail alignments through Esquimalt Nation and technical questions surrounding the corridor itself.

The newly announced federal funding will support the next phase of the study, including governance options, employment opportunities, affordable housing opportunities, economic development analysis and an assessment of potential rail technologies.

“We are really continuing to move this dialogue along,” Desjardins told CFAX 1070 following the announcement.

Project leaders expect the current work to continue into 2027, with more definitive answers anticipated by the end of next year.

Why this study is different

Supporters of rail restoration have often pointed to previous studies examining the corridor.

Desjardins said this effort differs in several important ways.

One major difference is that the initiative is being led by Songhees Nation and Esquimalt Nation, with local governments, the Island Corridor Foundation, the Capital Regional District and BC Transit participating in the process.

For Jerome Thomas, chief of Esquimalt Nation, that partnership is central to the project.

“For more than a century, Esquimalt Nation has worked to address the harm caused by taking of these lands and the division of our reserve,” Thomas said.

He said the initiative offers an opportunity to begin addressing those longstanding concerns while improving transportation options across the region.

Another key difference is the type of rail technology being considered.

“There’s a big difference of what has been studied before,” Desjardins said during a media availability. “We always looked at heavy rail. We’re looking at light rail.”

What would success look like?

The study is not intended to determine whether rail should be built immediately. Instead, it is focused on determining whether a viable business case exists.

It also seeks to answer a series of underlying questions, including whether passenger rail could attract enough riders, what economic opportunities it could create, which alignments would best address Indigenous concerns and what rail technology, if any, would be appropriate.

Asked what evidence would be needed to move the project from planning to construction discussions, Desjardins pointed to ridership, economic opportunities and strong support from the Nations involved.

The federal government also suggested the study could eventually help determine whether a larger infrastructure project should move forward.

“For the first time since 1886, Ottawa is a partner in this vision,” MP Stephanie McLean said during the announcement.

More than a rail study

For now, no decision has been made about rail service.

The study underway is not a commitment to construction, nor does it guarantee the Island Rail Corridor will ever carry passengers through Greater Victoria.

What it does provide is a clearer pathway for determining the corridor’s potential.

The Reconciliation Corridor Initiative is not simply examining whether trains should return to the corridor.

It is exploring what role the corridor could play in the future of the Capital Region, and whether it can advance transportation, economic opportunity and reconciliation at the same time.
