Surrey shooting victim identified, police say slaying not gang-related

The motive for the daylight shooting of a well-known Surrey businessman remains unclear.

A man who was shot and killed in Surrey Tuesday afternoon has been identified by authorities, who say the motive for the slaying has not been determined.

First responders were called to the 3500 block of 176 Street just after noon for reports of a man “lying in the street” and found him with “apparent gunshot wounds,” the Integrated Homicide Investigation Team said in an update Wednesday.

The victim, who died at the scene, was identified as 46-year-old Baljinder “Binder” Singh Garcha of Surrey.

A burning vehicle found in the 18900 block of 40 Street has been linked to the shooting, police said, but the killing is not believed to be gang related.

“It remains very early on in this investigation,” IHIT spokesperson Cpl. Sukhi Dhesi said in a statement.

“Based on initial investigative steps, investigators do not believe there is a connection to the B.C. gang conflict and are working diligently to understand the circumstances that led to the death of Mr. Garcha.”

Investigators are also appealing for CCTV or dash-cam video from the area where the burning vehicle was found, and where Garcha was located that was captured between 10 a.m. and 1 p.m.
