The City of Regina has issued a request for proposal (RFP) to find a partner for its long-awaited redevelopment of the former Taylor Field site. The city is looking to turn the unoccupied space into a new neighbourhood. On Monday, the city issued the RFP saying it was in need of an engineering consultant that could assist the city in its development process. The winning bidder will be tasked with servicing, advancing subdivision and doing all necessary infrastructure work to make the development possible. “The successful consultant will enable the City to implement infrastructure investments that unlock development potential for the lands north of 10th Avenue, deliver serviced parcels with planning services, as well as provide landscape services to construct a new Neighbourhood Park,” read the RFP. The successful proponent will have to align the project with approved planning policies and all regulatory requirements, the City added. This includes making sure the project’s infrastructure design and construction is aligned with funding requirements, land development phasing, the timing of parcel sales and creating integration points with the ongoing Indoor Aquatic Facility Project. The site has been vacant since 2017 when the former stadium was torn down. However, talks to develop the site once the stadium reached the end of its life span go back even further than that. It was even suggested that the land would be used for affordable housing, although no previous council ever firmly committed to that idea. In 2025, Regina city council approved a motion to apply for federal funding through the Canada Housing Infrastructure Fund (CHIF). Regina received over $10 million of said funding in April 2026, paired with dollars from the province and the city’s own contribution. The long-term redevelopment of the former home of the Saskatchewan Roughriders was outlined in the city’s original Regina Revitalization Initiative in 2011. In 2025, the city officials said there wasn’t a final vision for what types of properties would be on the land but said it would be a “mixed-use” housing community containing both affordable and at-market options. The submission deadline for proposals is Aug. 13, 2026, with an anticipated execution of agreement set for Oct. 5, 2025. The project’s close is tentatively set for December 2032.
