Climate change is Justin Trudeau's stated priority, but his provincial counterparts are pushing to put health care funding near the top of the agenda for today's first ministers meeting in Ottawa.

Saskatchewan Premier Brad Wall says he wants more time spent discussing the health care issue, which has relegated to tonight's working dinner.

The provinces and territories are unanimously opposed to a federal plan to cut in half the rate of health transfer increases to three per cent next April.

Manitoba Premier Brian Pallister says the federal government's approach to health spending is not  "remotely close" to sustainable.

He says provinces are approaching budget-making time and it's imperative the issue be resolved soon.

Ontario Premier Kathleen Wynne says she wants the federal government to put a more "evidence-based" increase of the transfer on the table.
