Windsor Property Standards bylaw updated in an effort to strengthen neighbourhoods

The City of Windsor has updated its Property Standards bylaw in an effort to strengthen neighbourhoods and ensure buildings are safe, clean, and well-maintained.

The notable changes of the bylaw are:

• New definitions: Adds clearer terms, like Derelict Building, Vacant Building, Neglect, and Stormwater Management System.
• Vacant buildings: Requirements outline that they must be maintained both inside and out, utilities have to stay active, and outside looks must be upkept. Boarding is prohibited under the update.
• Drainage and lighting: New standards in place for private stormwater systems, rear yard drains, and outside lighting.
• Safety enhancements: Requirements now include duct-type smoke detectors for shared furnaces and minimum ceiling heights for basement units.
• Clearer enforcement: Rules have been aligned with the Ontario Building Code to support consistent enforcement city-wide.

“These updates are about keeping Windsor’s neighbourhoods vibrant, safe, and welcoming,” said Rob Vanie, senior manager of inspections with the City of Windsor.

“By clarifying property standards and strengthening enforcement tools, we’re helping residents and property owners take pride in their homes, businesses, and communities.”
