Toronto police are seeking the public’s help locating a man who they say is connected to a “repeat offenders” probe and is responsible for nearly $20,000 worth of thefts. Police say they launched their investigation in May 2025, after a “surge” in retail thefts across 11 Division. “The goal of the project was to identify repeat offenders and retail theft trends, link related investigations, and prevent further offences,” police said in a news release. “The project has resulted in numerous arrests and has helped remove repeat offenders from the community.” Between March 2 and May 21, 2026, police allege 44-year-old Joanny Portillo Martinez of no fixed address committed more than $17,500 worth of thefts. It wasn’t until May 21 that investigators identified Martinez, adding that he is wanted for: Anyone with information is asked to contact police or contact Crime Stoppers anonymously.
