Regina city council to discuss continuing Central Library renewal amid debt worries

Regina city council will review funding options as city debt could impact the Central Library project.

Regina’s city council is set to discuss whether to continue the renewal of the Regina Public Library’s Central Branch at its current pace – as the city grapples with its overall debt.

According to the agenda for Wednesday’s council meeting, city council will review a new report on the city’s debt, including potential funding options for the Regina Public Library’s Central Library Renewal Project (CLRP). The report outlines the city’s current borrowing, projected debt limits, and options for financing the library.

The city already carries more than $565 million in debt for projects including Mosaic Stadium, water network upgrades, and the new Indoor Aquatic Facility. After accounting for approved projects, available debt room could shrink to just $13.4 million by 2028, highlighting the challenge of funding new initiatives without overextending finances.

According to the report from city administration, CLRP could be funded in several ways: continuing the current 5.5 per cent library mill rate, increasing the mill rate to 10 per cent or 20 per cent to accelerate funding, or using existing library reserves to renovate the current building. Each option affects timing, city debt, and potential service disruptions.

The report also emphasizes that while council approves borrowing for capital projects, the Regina Public Library operates independently and council does not direct its daily operations. Public notice of the report was issued on March 16, 2026, in accordance with city policy.

Council is expected to receive and file the report, while further updates, including remaining requested information, will be provided in the third quarter of 2026.

The meeting is set for March 25 at 1 p.m.
