A Regina man has been charged in connection with an October 2025 crash that killed a woman who was waiting at a bus stop. Following a four-month investigation, the Regina Police Service (RPS) has charged 44-year-old Biniam Emaha with dangerous operation of a conveyance causing death. He made his first appearance in Regina Provincial Court on Tuesday and was released from police custody under several conditions, including not being allow to drive a vehicle. Other conditions include not contacting the victim’s family, reporting to a probation officer, appearing in court when requested and not applying for a passport or other travel documents. Emaha was granted a translator during his court appearance due to a language barrier. Police were called to the 3400 block of Dewdney Avenue shortly after noon on Oct. 12, 2025, after a collision with injuries was reported. Officers found a 19-year-old woman seriously injured and lying on the ground; paramedics pronounced her dead at the scene. Investigators determined that a freight truck driven by Emaha failed to stop at a red light and collided with a vehicle travelling south on Elphinstone Street. That driver of the south-bound vehicle suffered only minor injuries. The truck then left the roadway, striking a bus shelter where the victim was waiting, before colliding with several fences and a streetlight. It finally came to rest in the front yard of a nearby home on Dewdney Avenue. The investigation was led by RPS’s Investigative Collision Analysis Reconstruction Team (iCART), which specializes in complex collisions involving serious injury or death. Emaha is expected to appear back at Regina Provincial Court on Feb. 12.
