Ottawa police officers reprimanded, forfeit pay for driving-related incidents

More than 100 Ottawa Police Service officers were reprimanded or forfeited hours of pay for driving-related incidents on Ottawa’s roads last year.

The Professional Standards Unit 2025 annual report for Monday’s Ottawa Police Services Board meeting looks at the investigations by the Professional Standards Unit into internal and public complaints against officers last year.

The report shows there were 590 complaints under the Community Safety and Policing Act for driving-related incidents in 2025, which includes photo radar camera tickets, red light camera violations and at-fault collisions. The report does not provide a breakdown on the number of red light camera and photo radar camera violations were received by the Ottawa Police Service members.

Of the 590 complaints investigated for driving-related incidents, 108 incidents resulted in discipline. According to the report, 11 officers forfeited hours of pay and 97 officers were reprimanded for driving-related contact.

There were 901 internal complaints about Ottawa police officers in 2025, including the driving-related conduct. There were 201 complaints about interactions with the public, 90 for performance of duties, 10 for integrity and eight for Human Rights and Charter Rights.

Staff say six officers forfeited hours of pay for performance of duties, while one officer forfeited pay following an incident into an interaction with the public.

While the report does not provide a breakdown for how many hours of pay officers forfeited following investigations into driving-related conduct, performance of duties and interactions with public violations, staff say the average number of hours forfeited per measure was nine hours.

The report shows there were 615 internal complaints about police officer conduct in 2025, down from 783 complaints in 2024.

Police received 372 complaints from the public about officers in 2025, up from 290 complaints in 2024 and 330 complaints in 2023. Of the 372 complaints from the public, 228 were screened out on the basis they were deemed frivolous, vexatious, over the six months limit, the conduct did not constitute misconduct or were deemed not in the public’s interest.

The Professional Standards Unit is responsible for investigating and resolving complaints against service members.
