O-Train East Extension launch delayed until at least the spring

OC Transpo’s bus issues are expected to continue through the winter, and the O-Train East Extension is also being delayed. CTV’s Leah Larocque reports.

It will be at least spring before transit riders are riding the O-Train East extension into Orléans, as OC Transpo works with the builder to address several items before the line opens.

OC Transpo initially hoped to open the O-Train East Extension, between Blair Station to Trim Station, early this year, but councillors have been told there are still “several more steps” to take before the train is ready.

Appearing before the Transit Committee meeting, head of rail construction Richard Holder said it is expected the trial running “may start” in the second quarter, which is the April to June period.

“Several items have been identified that need to be resolved before substantial completion can be achieved,” Holder said Wednesday morning.

“These include retrofitting certain station structural support systems, resolving functional issues with platform edge cameras and adjusting rail infrastructure at certain rail segments.”

Holder says OC Transpo and East-West Connectors (EWC), which is building the line, are working through the substantial completion process.

“Positive process has been made in addressing these items; however, all items must meet the project agreement requirements,” Holder said.

“Addressing these items is critical, as this work focused on ensuring overall system safety, reliability and performance ahead of opening the extension to customers.”

Trial running will last for 21 days before OC Transpo shifts to final system preparations and then the launch of system.

“The trial running is a test for everybody. It’s a test for EWC, that’s built the infrastructure. It’s a test for (Rideau Transit Maintenance), that’s maintaining the system. It’s a test for OC Transpo in terms of the provision of operators and controllers who are managing the system,” staff said.

“We will be looking at the test to cover the whole extent of the line from Tunney’s Pasture all the way out to Trim.”

Holder did not say whether the current shortage of vehicles on O-Train Line 1 is one of the reasons for the delay with the trial running for the East Extension.

OC Transpo and Rideau Transit Group are working to address an issue with the cartridge bearing assemblies on the Alstom Citadis Spirit Trains, which has reduced the number of trains available for service.

OC Transpo interim general manager Troy Charter said the spalling issue with the current O-Train vehicles is not affecting construction work on the O-Train extension.

“The good news is the number of issues has shrunk down; we’re down to a few key issues,” Charter said about the work to finish the O-Train East line.

“When it comes to the spalling issues, it’s not affecting substantial completion. It’s affecting my ability to practice; that’s a concern.”

OC Transpo currently has 20 trains available for service while work continues to inspect and replace the cartridge bearing assemblies. A total of 26 trains are available for regular peak service, and OC Transpo is currently running single trains to keep passengers moving.
