High-speed rail plans advance as Alto launches public engagement in Ottawa

A public consultation process is set to begin for Canada’s new high-speed rail project, starting with the Ottawa-Montreal link. CTV’s Josh Marano reports.

Plans for Canada’s first high-speed rail network are moving into a new phase, with project leaders beginning a public engagement process aimed at shaping how the rail line could transform travel and the economy.

The first segment would connect Ottawa and Montreal, with construction anticipated to begin in 2029.

The project, led by Alto, is being developed as one of the most significant infrastructure investments in the country in decades.

While it remains a few years away from breaking ground, planners say extensive preparation is already underway to ensure the timelines stay on track. That includes early consultation with communities and businesses, as well as workforce planning to maximize economic benefits.

Alto president and CEO Martin Imbleau says the construction phase alone is expected to generate significant job opportunities across a range of skilled trades.

“Construction will start in four to five years, and we need surveyors, we need the electrician, we need crane operators,” he said. “Those are the type of real men and women that we need training today so we can generate the most economic benefits as possible.”

Beyond construction jobs, business leaders say the rail line could dramatically improve regional connectivity and competitiveness.

“A project like this is not only about building rail, but also about productivity,” Imbleau said. “Canada really needs it. The impact of Alto is a one time $25-billion uptick on the GDP, so it’s 1.1 per cent increase on the GDP because of its productivity impact and of course, the construction impact that it has in Canadian businesses.”

Sueling Ching, president and CEO of the Ottawa Board of Trade, says high-speed rail would open new markets for businesses and allow professionals to live in one city while working in another.

“It positions the region as modern and competitive,” Ching said, adding transportation links often lead to new investment, entrepreneurship, and long-term economic confidence.

“Transportation infrastructure is a foundation for economic growth agenda,” she added. “We see the transportation needs continuing to grow and we know we have to invest now for the future.”

Alto is launching a public consultation process on its website next week, inviting feedback on key elements of the project, including station locations, corridor alignment, and potential community benefits.

Officials say this engagement marks an important step in move the project from planning toward construction readiness.
