Ottawa’s city manager was the highest paid employee at Ottawa City Hall in 2025, while five of the top 10 municipal employees in the capital were employed at Ottawa Public Health. The Ontario government released the 2025 Public Sector Salary Disclosure list for municipal and provincial employees on Friday, listing all employees who earned more than $100,000 last year. There are more than 400,000 names on the so-called ‘Sunshine List’ for Ontario for 2025. A total of 6,690 municipal employees in Ottawa earned more than $100,000 in 2025, including 1,780 Ottawa Police Service employees, 879 employees at Ottawa Fire Services, and 412 staff at Ottawa Paramedic Services. City Manager Wendy Stephanson was the highest paid municipal employee in Ottawa, earning $455,234 in 2025. Stephanson earned $452,626 in 2024. Ottawa Police Chief Eric Stubbs was the second-highest municipal earner last year, earning $392,930, followed by Deputy Police Chief Steve Bell at $364,576. Medical Officer of Health Dr. Trevor Arnason earned $355,775 in 2025 after being named the new top doctor at Ottawa Public Health. Three associate medical officers of health are among the top 10 highest-paid City of Ottawa employees last year. Dr. Monir Taha earned $323,755, Dr. Michelle Foote had a salary of $316,660, and Dr. Robin Taylor earned $314,878. Deputy medical officer of health Dr. Laura Bourns earned $314,878. Recreation, Cultural and Facility Services general manager Dan Chenier earned $317,119. Ottawa Police Deputy Chief Paul Burnett earned $314,622. Other notable City of Ottawa employees on the Sunshine List include Chief Librarian Sonia Bebbington, who earned $269,987, Chief Financial Officer Cyril Rogers earned $264,218 and Auditor General Nathalie Gougeon took home $263,219 in 2025. Former OC Transpo general manager Renée Amilcar earned $251,326 in 2025 before departing the transit service in July. Ottawa Fire Chief Paul Hutt earned $251,326 in 2025, Ottawa Police Staff Sgt. Patrick Frost earned $291,384 and Const. Daniel Montsion earned $284,126. Mayor Mark Sutcliffe earned $213,920 last year. According to the Ontario salary disclosure list, an OC Transpo bus driver earned $176,774 last year, while another operator earned $172,613. In a memo to Council, Chief Financial Officer Cyril Rogers said 29 per cent of City of Ottawa employees on the Sunshine List earned less than $100,000, but are on the list due to overtime, retroactive payments, vacation cash-outs and banked overtime cash outs. Provincial employees working in Ottawa Ottawa Hospital president and CEO Cameron Love was the highest paid provincial employee in Ottawa, earning $744,248 in 2025. Love earned $647,124 in 2024. Ottawa Hospital vice-president Nathalie Cadieux earned $417,297, while Chief of Staff Dr. Virginia Roth took home $404,619 in 2025.
