Early cold snap putting vulnerable residents of Ottawa at risk

Many Ottawa shelters are already full as the bitter cold weather arrives in early December. CTV’s Kimberley Johnson reports.

As the temperature drops in the nation’s capital, Ottawa resident Kathleen Cummings says she regrets her outfit choice to run her errands.

“I have the light mitts on. I could definitely do with heavier gloves for sure,” she says. “Could definitely do with ear warmers, even a higher scarf to be honest. It is extremely cold and sort of looking forward to getting home for sure.”

Ottawa’s early cold snap is continuing.

Environment Canada says the region is experiencing below average temperatures. On Monday, early morning temperatures reached -16 C with a wind chill of -20.

Cummings says the freeze has come sooner than she expected.

“This has been January weather. So, if this is what we’re in store for, it’s going to be a long winter,” she says.

On Sunday, Ottawa Mission CEO Peter Tilley said its shelter is already full.

“We’ve got people sleeping in the waiting area, very unfortunately in plastic chairs, or on the floor,” he said. “And what was 10 to 15 people in September and October has now gone up to about 35 or 40 people a night.”

Tilley says frontline staff will be making the rounds and helping people to make sure no one is at risk of exposure.

Environment Canada says overnight temperatures will continue to be below average with harsh wind chills. Wednesday could bring between 15 and 20 centimetres of snowfall.

Ottawa Public Health says those who are experiencing homelessness are among the most vulnerable, but the cold also affects older adults, babies, and people who spend a lot of time outdoors.

Matt Ruff with Ottawa Public Health says to protect yourself, be sure to wear layers, because spending an extended period of time outdoors in temperatures like these can bring a risk of frostbite.

“The main thing is to keep your extremities covered,” he explains. “Exposed skin is more at risk. Layers are important to create that warmth. Wind barriers (like) hats, gloves, scarves.”

Tilley says if you see someone who appears to be sleeping outdoors do not hesitate to contact 3-1-1 for help.

“For anyone out there, keep your eyes and ears open,” he says. “Pay attention. Perhaps if you see somebody in distress or somebody cuddled up.”
