Wildlife rescue workers in Penticton, B.C., have freed a pigeon in what they’re calling a disturbing case of animal cruelty.

Earlier this month, local photographer Gary McDougall took a photo of a pigeon with a paper hat stuck to its head and a bell glued to its neck.

The bird, he said, was struggling to free itself. “It’s a cruel joke to play on any animal.”

The second time McDougall spotted the pigeon, he says it had no tail feathers and looked like it was suffering.

The B.C. SPCA was called and was able to catch the pigeon with the help of a local police constable on Thursday.

The bell and paper hat were removed and the pigeon was released.

Certified wildlife rehabilitator Manda Maggs said the animal should be able to make a quick recovery on its own.
