The final report into a controversial Winnipeg project will be made public on Monday. Garth Smorang will release the final report of an inquiry into the construction of the Winnipeg Police Service headquarters in downtown Winnipeg at 1 p.m. Monday. CTV News will live-stream the event. The inquiry took place this past spring and examined the purchase and construction of the former Canada Post building into the Winnipeg Police Service’s headquarters. The project ended up costing $214 million, up from its intital budget of $135 million. According to court documents, RCMP alleged the City of Winnipeg was the victim of a multimillion-dollar fraud, but no criminal charges were filed. The City of Winnipeg sued Caspian Construction, the general contractor for the project, and settled for $28 million. A civil court judge concluded Phil Sheegl, the city’s former chief administrative officer, accepted a $327,000 bribe from Caspian Construction, though Sheegl denied accepting a bribe during the inquiry. Former Mayor Sam Katz was also questioned during the inquiry. This is a developing story. More to come. With files from CTV’s Jeff Keele
