A plan for a managed homeless encampment has been voted down by Winnipeg city council. Councillors voted 9-6 to reject the plan to create the managed outdoor site in the city, following the recommendation made in a report to the executive policy committee. The proposal, which has been discussed since December of last year, would have been in place between April and August and included washroom space, garbage collection and connection to support services. A location had not been decided. A report to the executive policy committee urged the city to reject the plan, citing costs, staffing concerns and the need for community consultation. Depending on the size of the managed encampment, between 24 and 60 people would be assisted. The cost would range from $707,000 to $1.39 million depending on the size, not including costs of security and wraparound supports. -With files from CTV’s Jon Hendricks.
