Four people have been arrested, and one remains at large following a drug seizure in Windsor. Just after 6 a.m. on Oct. 5, the Windsor police were called to a disturbance at a home in the 1000 block of Parent Avenue. Officers said four were arrested after suspected drugs, drug paraphernalia, digital scales, and cash were found inside the home. Amongst the items seized included: Three women and one man are facing drug-related charges. The Windsor Police Service has also issued an arrest warrant for a suspect they said ran from the home before officers arrived. 35-year-old Velman Petinga Santos is wanted for three counts of possession of a controlled substance for the purpose of trafficking and failure to comply with a release order. He is described as a Hispanic man, 5-feet-9-inches tall, with a medium build, black hair, and a black beard.
