ST. JOHN'S, N.L. - Another emotional vigil has been held for a Labrador teen who went missing last month and died on the frozen Labrador Sea.

About 100 people gathered Thursday at the provincial legislature in St. John's, N.L., to remember 14-year-old Burton Winters -- and to call for changes to the search and rescue system.

Among other things, the group at the legislature called for a full-time search and rescue centre in Labrador.

Winters was found dead on the ice Feb. 1 after he had walked 19 kilometres from his abandoned snowmobile, about 23 kilometres from his home in Makkovik.

The Canadian military says bad weather and mechanical problems prevented two search and rescue helicopters from participating in a search for the boy.
