OTTAWA - A Conservative staffer under investigation for blocking the release of a report to the media says his actions were "stupid."

Sebastien Togneri told a House of Commons committee today that he made a "mistake" -- his first public acknowledgment of any responsibility in the affair.

Last year, Togneri blocked the release of an internal Public Works report requested by The Canadian Press under the Access to Information Act.

He was a senior aide to the Public Works minister at the time and ordered public servants to reverse their decision to release the report.

He is now under investigation by the federal information commissioner for alleged violations of the law.

Togneri provided only limited information about the episode at the committee, saying he's legally bound not to disclose any evidence he has already given in the information commissioner's inquiry.
