Sudbury service leaders are sounding the alarm over a developmental services system in crisis, saying vulnerable clients are falling through the cracks. Advocates report individuals with developmental disabilities are experiencing homelessness, couch surfing, and exploitation — with some being abused or having belongings stolen.
