Quebec City man charged in alleged Islamic State chemical weapons plot

A 24-year-old Quebec City man has been charged with multiple terrorism-related offences after an RCMP investigation alleged he communicated online with members of a terrorist group and gathered information to build a chemical weapon.

A Quebec City man has been charged with multiple terrorism-related offences for allegedly intending to carry out at least one attack on behalf of the Islamic State.

According to an investigation by the RCMP Federal Policing Eastern Region, 24-year-old Louay Angoud is alleged to have communicated online with members of a terrorist group and gathered information “to build a chemical weapon that could be used to poison Canadian citizens.”

Angoud has been charged with:

• Using or possessing property for terrorist purposes;
• Commission of an offence for a terrorist group;
• Participation in the activity of a terrorist group;
• Possession of a weapon for a dangerous purpose.

The accused is scheduled to appear at the Montreal courthouse on Thursday.
