Corrections officials have asked Montreal police to locate a registered sex offender who is currently unlawfully at large. The Montreal police’s sex offender surveillance team has been tasked with assisting Correctional Service Canada (CSC) in finding Christopher Watts, 66, who allegedly violated his supervision conditions in the Montreal area. Police say he could be in Quebec or elsewhere in Canada. Watts is described as a white man who is six feet tall and weighs about 160 pounds. He has brown hair and brown eyes. At the time of the alleged violation, he was wearing a black hat, prescription glasses, a dark short-sleeved shirt, grey pants, and dark shoes. Lengthy criminal history Watts has a lengthy criminal history and completed a 12-year prison sentence in 2015 following the death of a 13-year-old girl in Ontario. According to a Parole Board of Canada decision, he gave the teen, Amanda Raymond, several drugs at a party in 2001 and she went into a drug-induced coma. Watts refused to let anyone else at the party call for help and, while she was unconscious, he undressed the girl, sexually assaulted her, and took photographs. She stopped breathing after he left and Raymond was pronounced dead shortly after. After completing his sentence in 2015, he was placed on a 10-year long term supervision order (LTSO). He received statutory release in November 2025 and later was placed at a community-based residential facility in an area east of downtown Ottawa. Ottawa police at the time issued a warning to residents that Watts, a high-risk offender, was living in the community. Part of his conditions require him to not be in a place where children under 18 are likely to gather or to be around underage girls unless accompanied by an adult.
