MONTREAL — A Black former RCMP officer is filing complaints against two Quebec police services for racial profiling. Maurice Carvery says he was smoking outside a restaurant in Longueuil, on the south shore of Montreal, on July 24 when an officer approached to ask him for his ID. When he refused, he says he was surrounded by 11 officers from the municipal police force and Quebec provincial police. He says one of them told him he was violating a municipal smoking bylaw. After this, he alleges the officers eventually handcuffed him and threw him to the ground. The two police forces have declined to comment, but Longueuil police say they take complaints about racial profiling seriously. This report by The Canadian Press was first published August 11, 2026.
