MONTREAL - The legal system often moves slowly, in Quebec it seems to be barely moving at all.

Prison guards are adding to problems in the province already suffering from a week-old lawyers' strike.

Courthouses were especially quiet yesterday as guards who ferry inmates from prison started an hour late to protest slow contract talks.

The backlog in the courts is growing worse as a strike by Crown prosecutors and government lawyers continues.

The constables in charge of courthouse security continue to patrol the near-empty buildings wearing jeans and military-style cargo pants.

It's a protest that has been going on for two years, while they continue to work under an expired labour contract.

Justice-system employees in Quebec say they are seriously underpaid.
